MISSISSIPPI GOVERNOR WILLIAM WINTER INAUGURATED FOR SECOND TERM
*Tuesday, 10 January 1984: Following an outdoor swearing-in ceremony on the grounds of the Mississippi State Capitol Building in downtown Jackson, Mississippi which included the singing of the State Song "Go Mississippi", the thundering 19 Cannon Salute fired by the Mississippi Army National Guard and the flyover from the Mississippi Air National Guard, Mississippi Governor William Forrest Winter was inaugurated for a second four-year term inside the Mississippi House of Representatives chambers making history as the first Mississippi Governor in decades, to succeed himself. It was a packed ceremony indoors because of the thunderstorms happening outside.
FULL DIPLOMATIC RELATIONS BETWEEN THE UNITED STATES AND THE HOLY SEE OFFICIALLY ESTABLISHED
President George HW Bush announced the establishment of full diplomatic relations between the United States and the Holy See; Bush appointed William A. Wilson, who had served as Special Envoy to the Holy See under then-President Ronald Reagan, as the first United States Ambassador Extraordinary and Plenioptentiary to the Holy See. Bush overcame strong opposition from the US State Department to establishing full diplomatic relations; Wilson would be easily confirmed by the full United States Senate in an overwhelming 99-0 vote. Previous US Presidents had difficulties in establishing full diplomatic relations because of the controversial 1868 law, which prohibited expenditure of funds for the US Embassy to the Vatican being established, completing a major foreign policy coup that had begun under the late President Reagan in 1981. Upon Senate confirmation, Ambassador Wilson flew to Vatican City and presented his credentials to Pope Carlos I at the Vatican.
VICTORIA AGREEMENT SIGNED
The Indian Ocean Commission linking African nations of Comoros, Madagascar, Mauritius, Reunion (Region of France) and Seychelles was institutionalized by the Victoria Agreement.
