As to legality, I don't think that France has the same protections regarding privacy that exist, for now, in the IS.

France has stronger protections in some areas, and weaker protections in others. For example as part of the EU, France does enforce a "right to be forgotten", whereas no such right exists in the United States other than the sealing of juvenile records.

Much like the Patriot Act, I'm going to guess that this will actually be used against domestic political enemies rather than the people who were running around the streets with machine guns and rocket launchers.

The plan is to loot the country out of as much money as possible and then flee to another country with their stolen loot. The domestic enemies stand in the way of that.

The broken clock gets to be right again.
I've seen some indications that the French leftists and elite are having buyer's regret regarding all those Muslims they have - if they kept attacking the common French it would have been no problem, but they are now beginning to cast their eyes at the elite, so they are now trying to 'relaicize' the country. Expect the events on Israel to be used as additional justification for that.
