I don't know; when I hear "attaching a bunch of tiers and requirements instead of just throwing money at the public" that translated to me as meaning "most of the money will be spent paying for the infrastructure of the program, while what little remains will go either to people who don't need it (the rich), or those who don't deserve it (illegal migrants)." From what I've seen on the daily White House Presser (better source than the biased news) it's more about making sure the money goes to those who need it most, and not to exec bonus's.
There are concerns some companies will use it to do stock buy-backs, instead of their workers. As well, someone who makes a million plus a year won't need as much, or any help, compared to people living paycheck to paycheck.
Trump is trying to help the workers and the companies together, not give execs more money. Infrastructure hasn't even been mentioned.

See, they can't. They are mentally incapable of that. They have to sneak in laws and clauses that further their ideological agenda, so they can afterwards portray themselves as reasonable actors while ignoring they tried to sneak their shit in during an emergency.
That's why I urge everybody (in Germany) to pay close attention to what laws and provisions will be pushed through the Bundestag in the coming days and weeks when everybody is only concerned with Corona.

Yes Ebola is more lethal but Covid-19 is much more infectious .
