China becoming really strong had a lot more to do with American's agreeing to protect its shipping to the outside world, the American's agreeing to open its market to its economy. China like many other countries was given the ability to trade with any one on the planet in exchange for joining the alliance against the soviet union.

By the way before the Mao US meetings the soviets held a straw poll to see if any one would mind if they you know nuked china, America was the only country that said no so there is every possibility that the current Chinese government literally owes us their lives on top of owing us their prosperity.

How the hell does releasing the inmates keep them safer , rather than just keeping them locked up?

Because prisons are extremely vulnerable to outbreaks of infectious diseases. They're densely packed, not particularly clean, and many basic sanitary items such as hand sanitizer are considered contraband.
