The paper trail for COVID-19 is so obvious, it's not even funny.
  • The money that made SARS-CoV-2 came from the NIH, DTRA, and USAID, under a program led by UC Davis called PREDICT.
  • The NIH need no introduction, but DTRA is, ironically, a part of the US DOD tasked with reducing WMD threats. USAID is basically a CIA slush fund.
  • The money was funneled through an NGO called EcoHealth Alliance, led by Peter Daszak.
  • Peter Daszak took this money and outsourced SARS gain-of-function research to the Wuhan Institute of Virology.
  • This research directly violated a moratorium on US federal funding of SARS GOF research between 2014 and 2017, but the NIH, DTRA, and USAID apparently did not care.
  • Dr. Andrew Huff claimed that Peter Daszak was working for the CIA.
  • Peter Daszak himself was directly and shamelessly involved in the coverup. He was one of the authors of the Lancet Lab Leak Letter, which had a massive conflict of interest, since most of the scientists who signed it were involved with the WIV in one way or another.
  • Peter Daszak was also part of the WHO's investigative team on the ground in Wuhan. They visited the WIV for only a few hours, basically to collect statements from the personnel there, and then, they left.
  • Peter Daszak was also a Facebook fact-checker.
  • Ralph Baric, a SARS expert at UNC Chapel Hill, was a colleague of Shi Zhengli at the WIV and co-wrote papers with her.
  • Ralph Baric also signed a material transfer agreement to take delivery of Coronavirus mRNA vaccine related materials co-owned by Moderna and NIH, on December 12th, 2019, before an outbreak had even been announced.
  • Ralph Baric was also involved in the initial validation and testing of Remdesivir.
  • Peter Daszak emailed Ralph Baric and told him not to sign the Lancet Lab Leak Letter, due to the obvious conflict of interest and the attention it would draw to him.
  • Peter Daszak's emails indicated that he was afraid of scrutiny being drawn to UC Davis and PREDICT in general.
  • Moderna's CEO, Stephane Bancel, was formerly the CEO of bioMerieux, a medical diagnostic company founded by Alain Merieux.
  • Alain Merieux was a substantial contributor to the construction of the P4 lab at the Wuhan Institute of Virology, and is a friend of Xi Jinping.
  • DARPA turned down a proposal by Peter Daszak and EcoHealth Alliance called the DEFUSE project.
  • Moderna's mRNA tech was basically created by DARPA funding.
Even if the work was very likely done at the Wuhan Institute of Virology, the money for SARS-CoV-2 ultimately came from the US DOD and from the CIA. Moderna appear to be directly involved.

China and the WIV are clearly complicit in the plot, but I'm not sure if they were the actual instigators, here.

It all depends on what the CIA were funding the WIV for; either to keep an eye on them and their biowarfare research, or, god forbid, to actually help them put a virus together for politically and economically disruptive purposes.

This is not like most conspiracy theories, where the links are tenuous and speculative. There are reams and reams of paperwork that point to this being the case. All of this can be substantiated:
