This does bring up another issue though. If the Cosairs are conducting their raids in the Beta Quadrant mostly. They might try and raid Organia........... That would be a very bad thing to try. Considering what the Organains are.

Again, these scenarios aren't supposed to be automatic battle royales AFAIK. If the Klingons and Dominion haven't been inadvertently wiped out by encountering the wrong Villain of the Week over their millenia of existence and expansion and aggression there's no reason to assume ALL of said Villains of the Week will wipe out the Eldar.
The Organians don't do the whole wipe people out thing. They just show up and say stop it or be stopped. Like they did to prevent the Federation, Klingon war. It is how we got the Treaty of Organia.
