The entirety of the Eldar Craftworlds are placed into the ST TNG Era universe.
All of thier tech works and they have unrestricted access to the warp as the Chaos gods no longer exist.

Bonus: it takes place the most current era we have, Picard series.

Umm....well, they'd be scouting like mad...likely developing the webway.

Then there's the whole Psyker thing...

TNG would be very confused.

They may run afoul of the Tholians. Tholians are very very very territorial. And if they are scouting as you say. Then that happens sooner than later.

I mean...their worldships might get slowed by Tholian web, but not for long.

Plus, their FTL is a different thing entirely...both methods.

What's the SOP for ST big players to do when they meet some new, advanced civilization that doesn't fuck around and wants to be left alone?
Yeah, they are going to be left the hell alone.
Also Klingons become their fanclub once they find out about aspect warriors.

The fun part to ST is that ALL the Eldar worlds are capable of MOVING. So...if they don't want to be your neighbors...they won't be. IF they want to make sure you dissappear...all the Worldships move VERY close to you.

With Slaneesh no longer being an issue, would the Eldar go about waring or wait until someone fucks with them?

Well it's hard to judge, but if it was just a "number" of Craftworlds showing up for some reason, it could be interesting as we'd have a finite amount of impressive quality resources to call upon. Since they aren't the top dogs... and remember their history, they would be less likely to fall into their depraved debauchery one would hope. Plus each Craftworld is distinct in their culture and society and the like which is worth discussing.

Plus you'd have troupes of Harlequins potentially dancing about. Plus you'd get the interesting tales of Asuryani Outcasts who just want to strike out independently with much less reduced worry or concern of falling to corruption which really opens up their options when it comes to becoming amoral mercenaries and corsairs. :p

How would battles go down?

Eldar tech is half psychic bullshit, and their escort and scout ships make a Sovereign class look small. Who is even going to try fight them? Anyone sane would rather go fight the Borg or something.
Their ship designs, besides being insanely huge by ST standards, would also be quickly recognized for having a philosophy behind them that's similar to Klingons and Romulans - stealth systems, and massive arrays of frontal weaponry.
