The Clement Atlee of 1935 tried to disarm Britain unilaterally, as I recall, and the popularity of this among certain portions of the British electorate is a reason why Baldwin and Chamberlain were so determined to keep rearmament minimal and rely on the League of Nations and diplomacy to keep the world at peace.
