No, they have the USMJ to make sure no matter how bad the military and domestic situation is, there will always be MPs and JAG officers there to make sure anything that could threaten cohesiveness of the chain of command can be legally neutralized.
To the military the USMJ is more practically powerful, important, and impactful on their lives, compared to the Constitution, and if the two documents conflict, it's the latter that will be ignored more than the former.
All I wish from the military is that they use all orders from democrats to wipe their asses with.

There is no repentance in their at all, just blame deflection and more denial about his part in the suppression of the story.

I suspect it's more that Jack, now that he's no longer at the center point of an enormous amount of cultural and political pressure, has only started to recognize and face what he was a part of.
Give it time, and we'll see if he has the guts to fully face it, or if he chickens out again and goes back to the party line.
