He can't overthrow the Mayor, town/city council and police department by force of arms. Because you're talking to somebody who literally sees no distinction between political engagement and fighting. So no, he can't do anything at the local level, because he rejects civil politics entirely.

A. Decide all institutions of the society that they live in are illegitimate.
B. Participating in said illegitimate institutions is thus evil/worthless.
C. Since they have enough self-preservation not to start a fight they'd know they lose, they condemn themselves to eternally bitching from the sidelines and pretending doing so is actually achieving something, usually by prophecizing the imminent downfall of society. It's kinda pathetic.
