Age of Consent is decided at the state level, not Federal, except for a couple of narrow exceptions.

The 18 requirement to make pornography is a Federal Statute. Weirdly, even though it's legal to have sex in the United States at 16 years of age in most states, it's illegal for US citizens to have sex outside the US at that age. This law was intended to cut down on sex tourism and leads to the exceedingly weird situation that a pair of 17-year-olds can be happily married and banging like a drum in Texas with no problem under Federal Law, and become Federal Sex Offenders guilty of molesting each other by walking across the border to Mexico and having sex there.
As this specific law tends to impact deployed military personnel very heavily, the military tends to just push "Only over 18" and ignore the schizo idiocy of it being legal in most of the states.
It's goddamn hilarious because I've seen Americans (to paraphrase) basically go "they're under 18! Pedophile! Pedophile!" and then "Oh, wait, they turned 18 a week ago? Sweet, are they on Tinder, Porn Hub/Only Fans, or at the strip-club yet?"

California also historically lacked exceptions for near age relationships. In most other States that have age of consent laws at 18, there are explicit exceptions built in for near age relationships, usually two to three years IIRC.
As noted, California tends to take a myopic view of the world and think everywhere is either like or should be like California, thus even when they make entertainment they tend to assume everywhere else has age of consent laws like California and so there's a bunch of media tropes that developed from that that are PURELY media tropes and have nothing to do with the actual laws of the country.
But then culture is heavily influenced by entertainment, so you have people living in states with lower age of consent laws or even near age exceptions to those laws where they THINK there are these strict California esq. age of consent laws and acting like there are.
This is now combined not with religious pruditry, as see, religious prudes oppose all premarital sex, the age gap, unless you're dealing with a large one, is a completely secondary issue to those involved NOT BEING MARRIED, if the 17 year old and 21 year old are married the religious prudes don't care, that's fine. No, the viscous attitude towards age gaps actually comes from the Third Wave Feminism and the Social Justice Left because the person with an older age, being more mature and potentially in a different phase of their life is seen as having coercive Power over the younger aged partner and thus because they have that Power they are not engaged in a relationship between equals and thus sex within that context is tantamount to Rape, hence the antipathy shown towards it especially in online spaces.

Note, however, that in spite of the fact that they always condemned relationships between older men and younger women, even when the latter was in her twenties or even thirties, they never seemed to give a crap when it was an older woman with a younger man, no matter how young the latter was. This is because all that claptrap about power dynamics was mostly about Third Wave feminists eliminating what they saw as the competition (which also included the sex industry), so that they could monopolize sex and use it to gain power.

Yeah, I can't get over people acting like Leonardo DiCaprio is some kind of sexual predator for dating a 19 year old, yet when he was that age and younger, all kinds of middle-aged women openly lusted after him. You also don't hear them say a peep about Madonna going out with a guy that's in his 20s, Demi Moore marrying Ashton Kutcher (they saved their outrage for him cheating on her), or Jada Pinkett seducing one of her son's friends.
It's even more hilarious that man are choosing to go abroad now to find a wife or girlfriend -- Western women are losing their shit because of it, especially those in their thirties up.
Most men are just mad that they are invisible to and can't get with 18 and 19 year old girls; and, most middle aged and older women are just salty that they are no longer attractive to most men. I did some online dating with a few Filipina's. Can confirm most of what you said. I would hesitate to say that they are better educated, but rather they take what educated they get much more seriously. In the US most education is "scarf and barf" but in a cut-throat society like the Philippines, you can't afford to lose out on any option for self-improvement.

In my experience with Asian women in various romantic contexts, it's not so much that they are submissive (at least not in the sense that we would understand it) but rather that there is a culturally imposed reverence for social roles. As such, the role of the "husband" as being a leader towards the "wife" is as significant as a "boss" being leader for the "employee" which is why nice docile little Asian employees can turn into domineering douchbags as soon as they get a lick of power.
As an example of this role based society thing. There was a story from ancient China where a step-mother wasn't connecting with the child of her new husband. After a while this drove her depression and she moved back in with her parents on a permanent basis because she felt she could not fulfill the role of the mother.
Oh no! There is easy competition that out-does us at every turn. Shall we better ourselves to make us more marketable to the menfolk? No!
