I honestly think even if their names are leaked and much evidence is found, most won’t be arrested at all, let alone for long

That isn't mutually exclusive. I am merely taking about what someone does after they shoot themselves in the back of the head, or drop a weight on their neck before they are set to testify...that sort of thing.
