They could have a whole new department dedicated to selling the porn licenses and managing the issuing of them. The funds thus collected would, of course, go mainly towards the salaries and operating expenses of the people who were employed in collecting them.
This would mean that Government.Inc would have an incentive for porn-watching to be as widespread as possible. They might even decide to make buying the allowed-to-see-porn license mandatory for the entire population, rather than have to bother with tracking down anyone who might be looking at naughty things without paying.
If you object to the suggestion that your private vices should be something that Big Government should tax and regulate, you are most likely doing so on a premise that the Administrative State not only does not share, but is probably incapable of understanding to start with - it would be a form of thoughtcrime for them: the notion that there is any aspect of human life from which their busybodying should be barred, that you, as a human being, should have any
rights at all.
