No. There is a huge diffrence.
Accidental spillage happens, and even on this level, is still am accident. An investigating agent will look into it to make sure of it wa sor wasn't. Very throurough. The guy will most likely lose his clearance and get reclassed. Maybe chapter as less then honorable.

But nit as a spy/Treason.
For thay it has to be on purpose with the intention to harm one's own nations capabilities or to sabotage one's nation, or to give to a foreign nation.

A B-52 has an 8,800 mile range and LA to Kuwait is only 8,000 miles. A B-52 taking off from LA could bomb something in the Middle East and land at a somewhat nearby friendly airfield before it runs out of fuel.
