My take on it, is that they are upset that some countries are refusing to take in migrants and trying to use this as a backwards way to cram those countries full of migrants before the reopen the external border again.

thinking about it, this is a pretty basic scheme.
officially, they close the external borders for the entirety of europe. and open internal borders for reshuffling of rapefugees.

but it literally only takes 1 single sanctuary state opening their own external border, or just intentionally policing it poorly. and suddenly you get a flood of migrants coming in through that one state and then reshuffled throughout the entire EU.
