All sounds like perfectly normal, and unfortunate but meaningless human error. Not exactly the smoking gun for mass fraud.

Biden received 55 votes in the first of those batches and 56 in the second batch. Many of the ballots appeared to be identical.

I assume they have a scanned and to be scanned pile, and just put some scanned ones straight back into the to be scanned pile, while talking to someone, daydreaming or checking out another volunteers ass or something. Sounds entirely plausible as an accident to me. And mind you, I'm not going to be surprised if it did, I believe the election was fraudulently stolen. However, this is not a smoking gun. It proves that a little bit of fraud, less than 100 votes happened.
We still need that smoking gun. We need proof it was more widespread than this.
This article is unfortunately pretty much a nothingburger, in the grand scheme of things.
I do find it interesting though, and it points us where to look for further fraud.
