What hostile actors? It's a fucking counting machine, no one is going to steal that technology. Nor is any sort of hashing or cryptology they use in danger. Only a fucking idiot uses private hashing and cryptology methods. Best practice is to used well tested methods while keeping the actual encryption key secret. There is absolutely no reason why Dominion needs to keep their information secret.
It certainly isn't to protect their security, seeing as there are no less than twelve different attack vectors. And apparently white hats ranging in skill can crack their system between 2 and 12 minutes.

According to at least one woman who I listened to, chain of custody was not maintained. In fact, another woman working the polls dragged her feet to get the required plastic tag seals, refused to sign the proper paperwork, and when the woman who wrote the affidavit arrived for the counting, discovered that the ballots were being pulled from brown carboard boxes. The red baggie seals they had been placed in, nowhere in sight. Nor the tags.
And according to one sworn affidavit, the official overseeing it was less than engaged, often paying little to no attention. The man who swore the affidavit in fact took pictures (which I have not fortunately seen) and alleges that the man was more interested in his phone calls than the election he was overseeing.
Maybe our electoral process has always been this sloppy. Maybe not.
Either way, there is no reason why we can't do an audit to ensure that we have trust in our system. Again, if we can piss away billions in economic activity for every life, why can't we spend millions making sure every life's vote counts?
