The problem was that despite what rationality and the lessons of history teach them, Humans love strong leaders and visionary figures. Leto II thus intended the Golden Path to not just free Humanity from the trap of prescience, but also to teach Humanity fear and loathing for the notion of another messianic god-king. Or, if the lesson failed to stick - since Leto II could no longer see past the end of the Golden Path thanks to the spread of the no-gene - then the Scattering, i.e. the dispersal of Human populations beyond the boundaries of known space, would ensure that even if other god-kings arose in the future, they would never actually be able to rule all of Humanity.
