I think their trying to ape the Paris Commune of 1871. Which was a communistic government/insurrection in Paris France in the aftermath of the Franco-Prussian War.
A few main differences were that the communards:
1. Actually came from working class backgrounds
2. Could organize and follow commands
3. Actually did manage to barricade the city and raise a force of a few thousand
4. Actually could shoot a gun
Of course they fell apart in the face of the actual French army, which would capture men and check their hands to see if they had used a weapon(a rifle would leave marks and powder) and they'd be killed.
