James Marsters essentially says that Joss is intense. That Spike was supposed to die but due to fab reaction he was forced to keep him.
Vampires weren't supposed to be sexy and Hot, but an evil to be overcome. James Marsters and David Boreanaz sorta wrecked that by just being awesome.
If I can make a bold claim? The fanbase is partly to blame for that. Of course Marters and Boreanaz were awesome...and the fanbase, in particular the female side just got starry-eyed over them. Now, jeez, what to do? Matters did sort of take a life of their own there.
Hell, the character of Oz was supposed to get killed originally by Angelus, and Jenny Calendar was supposed to hang around a bit longer, supposedly. But that got changed when Oz, again, got popular with the female fanbase. Notice a trend? And so Jenny got killed off instead...
Becouse a lot of the monsters are not effected by bullets and even the Sunnydale PD would have notice automatic gunfire every night and the slayer is even more vulnerable to bullets than the enemy so best not to point that out by using guns first.And speaking of Slayer's equipment....can anyone explain to me the obscene lack of any modern firearms in the show? The proper and effective use of firearms with the right ammunition could be such a useful card, if not a game changer for Slayers and their Watchers....and yet it's 1998, and here they are using medieval weapon mockups.

Also on a meta level, this was a TV show aimed at teens. The network censors would never allow the heroes to use guns for that timeslot/age group. The writers had to come up with some plot excuse to ensure said main characters could never get guns.
I think you could certainly handwave that the physical enhancements and fighting instincts that come with being the Slayer lend themselves best to hand-to-hand combat with stakes and primitive weapons, whereas modern weapons are just as out-of-context for the Slayer as they were for demons. Buffy did use that rocket launcher one time, but she didn't appear to be using it with any special competence and it was a point-and-shoot shot against a stationary target at point-blank range.

It's worth pointing out that Whedon's own statements do not actually deny that these things happened. He's just making very weak downplaying statements -- "I don't remember that happening.", "That doesn't sound like me.", "I was having affairs, but I don't *think* I had those particular affairs."
