They are counting on us not doing a damn thing. Look I know we are gonna disagree on this matter. I have too many Cuban friends who I have know for over 30 years. They told me just how bad it was there for them and their family before they made it to the US. And about how they still have family their that are in a bad way. I will always be on the stance of us taking action. To hell with what if this happens. Sometimes you gotta take a stand.
Ironically, in Europe everyone is dealing with a similar situation in Belarus. For all the talk of how sanctioned Belarus got over quelling protests and how every politico got to play a freedom fighter, as far as effects on the ground go, all this "success" has achieved absolutely nothing, if not less than nothing, because in the end Belarus has gotten even more totalitarian and tightly allied with Russia, which is about the opposite of what was supposed to be achieved.
US politicos of course went with the flow rather than tell the rest of the virtue signallers that they aren't achieving shit and need a completely different policy, one way or another, if they want that to change. Or failing that, at least stop doing things in general, because it's only getting worse.
Want to take action that will work? You're gonna need a president who's going to be some kind of fusion of Eisenhower and Reagan, take full control of the military leadership, intelligence, and State Department alike, show one middle finger to UN, another one to CNN, kick the commies into the sea, install a military administration for few years, and make sure a trusted man who isn't a slimy virtue signaller is in charge for the next decade or two, one way or another.
If the US government is supposed to intervene and be able to call it a success, if it's not able to do something along these lines, it's not worth trying, because if it becomes a match of usual silly games there's a good chance Russia or China will outplay them.
