7.62x39 isn't actually as good at penetrating armor as .223, assuming the 2500 joules refer to high class American penetrators (5mm AP), it should actually be mostly immune to Chinese weapons.
To be truthful even with Bethesda-Fallout, we know so very little of China in regards to it's war capabilities. But it wouldn't be outrageous to say they had personal laser weapons if American civilians had them. I'd say Plasma weapons would be outside their grasp though, way more complicated.

Chinese Infiltration was mentioned in New Vegas and so was the power armor. I honestly don't see anything breaking the lore
