I mean I kinda disagree. I think the government should sometimes give gifts or charity sometimes like the Red Cross or whatever.This is the kind of thing charities and volunteer orgs are great at and already do a ton of. I'm not really in favor of the government being in this business, though I do agree with simple policies incentivizing it.
