They are not mercs. They are to be treated under the convention.
Yeah, Ukraine did go through the legalese to technically make it so.
There are ways to do that, after all French Foreign Legion is very much a thing.
Ironically, Russia also has its own attempt at this.
So if Russia goes beyond scaremongering with their threats, there could be retaliatory moves in the same area.
More likely than not, if Russia does it, it could be through the hands of its puppet quasi-states, and that in turn may lead to more "fun" reactions around the world regarding these polities.

Could the world declare saidbpuppets terrorist organizations amd deal with them the same way?

I know what'll happen in the future. If any Russian volunteer or merc like Wagner gets caught in Russian foreign adventures I expect the same treatment.

Well, I guess Wagner won't be treated right either, since they are actual mercs.
Let's hope if the US gets invovled media stays away....
Their merc buddies should remember about Syria if there were any left to tell after getting bombed to shit.
Report from BBC on Volunteers from Russia and the various ways they can end up fighting in the Russian Special Military Operation.
I was wondering when they'd show up the fresh meat.

I saw a video of this African guy trying to volunteer.

If I remember a common point reported by all volunteers that survived long enough to be back - they think they are going to Syria or Afghanistan and found themselves in Hell. Ukraine's War is the first High-intensity war between two modern armies in a very long time. All the wars in the Middle East don't count (see the reasons why Arabs lose Wars.)

There was an article early in the War where Sergei Lavrov or something stated there's twenty or sixty thousand Syrians/Libyans volunteering to fight for Russia in Ukraine.

I'm sure if they desired to, Russia could recruit significant foreign forces from the Middle East and Africa to fight on their behalf. And there are already foreign fighters fighting on behalf of the Separatist forces in the Donetsk and Luhansk Oblasts. Plus volunteering for Russian Military service is permissible in some circumstances by foreigners (like for most countries), especially from the CIS States.

Ukraine should improve its corruption levels so that they are at least Balkan/Italian/former Austro-Hungarian (excluding Austria itself, of course) levels:

This article from 2010 by Russian nationalist blogger Anatoly Karlin has aged very badly:

In the meantime, Russia is resurging and seemingly set to become a developed nation by the 2020’s. Despite the popularity of EU membership amongst Ukrainians, it is unreachable. Not only are European countries against Ukraine’s accession, but the EU itself now shows more signs of disintegration than further expansion. On the other hand, Ukraine would always be welcome in Eurasia, and as pointed out above even more Ukrainians want to join the Union of Russia and Belarus than the EU. The attractions of joining (ailing) Europe will diminish, while the pressures propelling Ukraine back into (dynamic) Eurasia will intensify.

Developed nation by the 2020s my ass.

Anatoly Karlin to Ukraine in 2010: "Ailing Europe doesn't want you; thus, having you join dynamic Eurasia is inevitable."
2014: Russia conquers Crimea and the Donbass.
February 2022: Russia attacks the rest of Ukraine.
June 2022: Ukraine gets European Union candidacy status.

TBH in 2010 Russia's and company's brand of authoritarianism has looked much softer than it did in 2014, when Russia started went full retard on Ukraine, and even then, in 2014 it looked softer than it does lately, with first Belarus going full retard on opposition, and now Russia doing the same over war opposition.

Even so, there is still the fact that Russia is nowhere near as attractive as the European Union is:

For instance, when it comes to global elite science production, Russia isn't producing very much of it while the European Union (mostly Western Europe) is:

Eastern Europe in general is a backwater for elite science production. Of course, there is a possibility that some of this elite science production could be crap (Woke stuff, failing replication, et cetera), but even so, there should probably still be a good amount of real, legit science in there.

When it comes to European elite science production, it's primarily Germanic + Parisian supremacy! :)

Clear proof that the 'Invisible Hand' of the Marketplace exists.

It's almost as if God himself has spoken:

Specifically this anti-Russian God with big meaty balls (on the right in the painting below, of course) :D:
