Put a couple of officers hiding alone in a store and hope that specific one gets raided. Then, wait for the wave front of a riot to push past it so looting can start in the wake. Then magic invisible vans show up from nowhere and deploy a dozen or so riot troopers. Those troopers are then separated from the plain-clothes by the same rioters that the same troopers already have trouble quelling or dispersing with better organised positions and more men.A good strategy for police would be to get a couple plainclothes to wait a store, wait for the looters to break inside and crowd around and then surround the place with riot police jumping out of vans.
