It is illegal to move there and then move back just to vote.This is why GOP and Trump supporters cannot get over confident about the GA turn-off race keeping the Senate Red.
The simple fact is that there is nothing illegal about moving to another state and registering to vote there if you are in within the legal time limits and fill out the necessary paperwork.
What needs to happen is GOP and Trump people need to do the same, mostly by moving from deep blue areas during the same time frame and beating the Dems at their own game.
Just bunkering up and trying to only depend on existing GOP bases/pops will not work against these tactics. The GOP most adapt to the new tactics of the Dems, such as simply shifting people from State to state during voting years, or expect the Dems to use this method in every 'safe' GOP race.

It will make the attempts to do that for the GA run-off.
However it does hold true for the Dem strategy of having people move into 'safe' red areas to turn them blue, like they are attempting in Texas.
If they know how long out they need to be there to legally, they can plan to move there in time, even if they move back out immediately after the election.

This specific thing is what I meant by having to make changes to implement some of the things we do in Brazil. It's easy to do that here(and other things like Brazilians residing in other countries voting in consulates and embassies), because the registry of voters is unified and valid for the whole country, just like the division in electoral zones and sections is nation-wide.Might I suggest again a Brazilian solution: You can't just change you voting place willy nilly. When you get a Voter-ID you are assigned to a voting machine. As in, you are given a electoral zone and number where every time you vote you go to that designated place to a designated voting machine. To change locations you have to make it quite clear why you are moving your voting location, and you simply cannot vote twice: your voting takes place on the exact machine and that is it.
Every state has rules like that, there is no state where you can pop in and declare your self a citizen. It is normally several months and proof of permanent residence. The idea is to prevent out of staters from getting benefits like in state tuition before they even start. Registering also does fun stuff like invalidate licenses you had before you moved.
