Lockdown = people don't go to work = businesses don't work = there is nothing to transport = no power and fuel used. Since quite some time, slightly over a quarter of China's population is under some variation of a lockdown.

Funny how closely these things add up, around 400m out of total 1440m people under some level of quarantine, 25% carbon emission reduction, mostly in transport and industry energy use. Quarantined people use some energy, but on the other hand a lot of businesses that don't have their workers quarantined are unable to function anyway, because their suppliers, customers, or transport routes aren't working.
And that's exactly why China is shifting to a "damn the virus, the factories must resume work" policy.
