Read closer. Yes, some Republicans voted for this in the Senate, but there was nowhere near enough support to override the inevitable veto. This is all election year posturing by Democrats and what is left of the moderate Republicans (or those who want to appear that way anyways).

Um the only time the Middle East was quote unquote stable was under the Ottoman Empire and even that was not a good thing. Just Google the African Slave trade in the Middle East.
There were some roman periods if peace as well. Yeah though they've been a wartorn hellhole for basically forever. With peace being the exception not the norm.
