Seems Azerbaijan is propping in how far they can go until Russia says it is enough.So much for opening dialogue!

Russia has not got enough peacekeepers to do anything about Azerbaijan as they are busy elsewhere and Azerbaijan knows that.And just to make things interesting Azerbaijan and Russia signed a Cooperation Pact barely a couple days before the Invasion of Ukraine.

Considering some of these alleged violations happened in the presence of Russian peacekeepers in the region it's interesting to see how this situation is developing.
Russia has not got enough peacekeepers to do anything about Azerbaijan as they are busy elsewhere and Azerbaijan knows that.
That's bad.
Russia is run by people who can't afford to look weak, or they'll get killed by their own people. What's going in Ukraine is bad enough, but this is going to push Putin and the rest of his people into even more desperation.
Making a Atomic power desperate is a really bad idea.

Looks like the Russians are in the process of reinforcing their peacekeepers in the region as pushback against Azeri advances.
