I don't think Trudeau would go that far, he just doesn't have the stomach to order soldiers to fire on the civilians and straight up start a civil war. He likely wants it sure, but no stomach.

If I had to guess, he will be too heavy handed on dealing with the protesters and cause the biggest PR disaster in the history of Canadian politics. Sending RCMP goons with complete riot gear to force people out, and when people don't bulge beating them into dispersion. Maybe use water cannons if he really wants to go full retard.

The Conservatives already have a massive popular backing now that they kicked O'Tool for a more hardline guy and they can push it. Hell, they can even frame it in a way to trap him in a checkmate position, like so:
