Given how much of both the Gift and the New Gift are more-or-less wasted land, too many people afraid of being raided by Wildlings and not much in-terms of defence

What if, the New Gift wasn’t taken and given by “Good Queen” Alysanne to the Night’s Watch?

Nothing much probably changes. If the North was inclined to take advantage of the land, they would have already been better off than they were before using the lands that they still had post Gift.

It’s not really the most valuable land anyway. At most you might get some brief summer crops and more sheep out of it.

Honestly, it would have worked better if by royal decree, the land stayed as part of the North, with a part of it's taxes going to support the NW.

Maybe the Gift as well, I mean even that place is barely developed

And it’d be a good place for cadet houses for second/third/fourth/fifth/etc sons and the occasional bastard

Absolutely nothing changes. Lands which formed the New Gift still remain mostly desolate land only useful as a buffer zone for Wildling raids.

Only if they are allowed to man the fortresses on Gift proper, or even the Wall itself. Otherwise the New Gift would be merely a buffer zone against Wildlings, protecting the lands beyond it. So while economic development would happen, it would be in areas just beyond the New Gift, which would now be better protected against the raids.

Longterm, Wildlings have slightly less places to raid

To begin with I don’t think they could really get much off raiding “Kneelers”
