There is a difference between police and soldiers though. He said not to use mercenaries as soldiers. As long as the police and military are kept firmly separate it shouldn’t be that big of an issue. The problem is our leaders our idiots.
What does that massacre have to do foreign police though? Like it seems that a celebrity tried to rape someone then the people wanted him released and when a governor refused they lynched him and went BLM then the emperor might have over reacted. I mean a historical instance of using foreigners as police is ancient Athens having slaves be the police.

The Gothic foederati (barbarian mercenaries) were the 'foreign police' in that situation. As can be observed, being non-Romans who already had a poor relationship to the Roman citizenry they had absolutely no compunctions about massacring thousands of Roman citizens, hardly limiting themselves to the actually guilty party. Likewise, considering how Hispanics feel about blacks and BLM (the Latin Kings for instance swiftly & ruthlessly shut down rioting & looting around their turf during the Summer of Love) it's only reasonable to expect illegal immigrant cops to be vastly more eager to engage in police brutality and genuine ethnic tribalism than supposed 'white supremacist' cops. For bonus points, being Hispanics, they probably do have some Gothic heritage to them somewhere far, far back up their family trees.
Now it can be argued that a fight between illegal immigrant cops and BLM/Antifa wherein the former open up on the latter with automatic live-ammo fire at the slightest provocation, drag them from their homes to kill them in the street, etc. would be hilarious. Indeed you might even find yourself cheering for the latter-day Mexican/Guatemalan/Salvadoran/etc. foederati in that situation and considering both their antics & the low chance that the legal system will enact any real justice on far left mobs, it would be difficult to blame you.
But recall that this is a brilliant opening for LatAm cartels & gangs (such as the aforementioned Latin Kings, MS-13 which is currently not welcome back home thanks to Nayib Bukele's crackdown, etc.) to infiltrate police departments even more than they have already (and they've been at it for a while now, this article dates back more than a decade). They certainly aren't going to keep on picking on BLM/Antifa for long, since those guys' footsoldiers already tend to be absolute failures in life with very little worth stealing, and if they protect their own (in or out of uniform) from facing charges for stealing from/brutalizing/raping/murdering people in the ghetto they sure as all hell will do it for those who do such things to more affluent suburbanites, as they already do in places like Mexico. They already basically own swathes of the Californian countryside thanks to similarly lax & corrupt governments more interested in defunding & hollowing out their own police forces, now they're gonna have a genuinely fun time doing much the same with the 'urban jungle' to use Biden's own parlance.
Tl;dr New MS-13, CJNG, Latin King, etc. hires in blue aren't going to limit their beatings, shakedowns, Funky Town snuff films, etc. to the deserving parties for very long. The civil authorities are either in on it directly and designed all their anti-police rhetoric & policies with this endgame in mind because they're in deep with the criminals themselves, or they're useful idiots who are about to get a sharp lesson in how LatAm cartels & gangs deal with uncooperative politicians the instant they start whining about how the new illegal immigrant cops were only supposed to beat up whitey. Leftists and normies alike think Daley's CPD or the cops Reagan sent into Berkeley were brutal and venal back in 1968? To paraphrase Solomon's son once said right before causing a period of great strife & upheaval, if those guys scourged them with whips, the cartels will scourge them with scorpions.

their goals push them to acquire power. unfortunately for them this generation of isn't as patient as the last and only thinks about the short term. not how to build anything or hold onto it.
American generations have only thought about the short term since the boomers. The threat of nuclear war just fucking obliterated a lot of peoples ability to do long term thinking.
