Captain Kirk goes AWOL because CNN propaganda tells him that Starfleet needs to invade Arrakis because Donald Trump is regarded as a Prophet there and if Starfleet doesn't liberate the mass brain washed cultists Trump will give all the spice to the Borg who will use it to invade the Federation.

So Kirk and Starfleet are bloodlusted and must save the people of Arrakis from themselves.

Only 2. Rules no WMD's or Orbital Bombardment because it's bad for the environment of both Arrakis and Earth.

Victory condition is destroying the military ability OR will to fight of the other faction.

Federation loses the will to fight LONG before the Fremen.

You know I’ll argue for the Feddies. If they were smart they would be able to beat the Fremen. Now sure the Feds aren’t good in a ground war, and the rules prevent orbital bombing. But it depends on what you mean by orbital bombardment? I mean federation senders are VERY good they can know the number and position of the entire planet. So maybe they can just use teleportation to capture the Fremen.

Orbital Bombardment would be basically dropping anything from orbit or higher altitudes with the intent of bombing the targets below with explosive energy whether it be dropping a rock or nuke or explosive missiles.

But picking up things from the surface into orbit would not break the rules?

It would also require that the ST ships survive to orbit. I don't know that they can. The sheer scale of ships in Dune'verse defies anything the Feds field. Their armaments probably do the same. Also...IF ST shields react the same way to Dune Lasers...suicide Fremen in small ship with laser nukes Enterprise...and any other Fed vessel with shields active.
Even without that...I don't know that Fed ships have the luxury to sit in orbit and play beam out.

If they can't teleport everyone into space then what can the Federation do in this situation?

Honestly...not a whole lot.
The Fremen are kind of a hard counter to the Fed on the ground. Then throw in the precog from Don Trump Muadhib...and the random BG Reverend Mother...It's gonna really hard for Kirk to manage this...Especially if they just send up a Reverend Mother to seduce Kirk.

Gawd damn I know people are rooting for the Fremen but I simply do not see how they can overcome a force so much larger and more technologically advanced than them. It's possible sure, but highly unlikely imo

Without transporter induced mass genocide or orbital bombardment it'll be tricky to root out the Fremen from Arrakis.

The best Star Trek can do is deal with it offscreen.
