Iran is selling the Russians missiles and drones. It looks like Ukraine has more military output than Russia at this point.

I doubt that. They'll know we just don't care about certain countries who are currently at odds with us, and their ships. Hit an ally or a neutral party and they may get a response.
Remember that Russia crude has been cut off from the international insurance markets. Their at war with Ukraine, and Russia has to self insure all of those ships.
All ukraine needs to do to utterly fuck russias international shipping is get a few guys with off the market AKs some fishing boats and steal a few of those very expensive oil tankers which are targets of war. Suddenly that loss goes to international arbitration and people find out the hard way russia cant cover it.
Result russian oil is off the market, russias insurance sector is gutted, and by the rules of war that shit is very much fair game. Thing is once that happens and people see the US is out of the security business...yeah that changes a lot. A lot of what makes globalization work is currently working purely off intertia.
