Still far cheaper than doing the same with manpower and 70's tech. It doesn't even need to be military grade. The same "cheap drone revolution" observed in warfare can be applied to border security. A $50k drone can now do the job of a 70's border patrol recon helicopter at a tiny fraction of the operating cost, and may even do it better.
If a 17 million country with rather poor and suboptimal commie economy could handle almost half as long border with far inferior technology, suddenly the excuses about costs or capability don't sound so convincing.
The main issues are legal, and above all, political - lack of political will on top to do it.

In these engagements, they got the better of it. Most of the dead were Cartel and most of their gunmen fled to the mountain because of Army/Marine patrols in the city itself. This was a victory compared to the 2019 fiasco.
