Do other countries not have something similair to FISA?
I'm not sure, but I do know that what they have gotten caught doing is pretty invasive. The German agency was caught collecting sweat and body odor samples, which is infamous in Germany as an old Stasi tactic. And then of course the Australians monitor your browser history actively as well as engaging in digital cloning and anti-encryption.
The thing that makes these "police state" types of activities is that they are actively trying to control the private behaviors and thoughts of their citizens. Having lots of police or having the police be a gang isn't enough, they have to be passively empowered by the state in order to adversarial control the populace. So of course the US is a police state, just not nearly as bad a one as many other western nations. And most non-western nations wouldn't even qualify as the government doesn't actually care what the people get up to as long as it doesn't cut into their profits.
