From what I read Black Rifle Coffee Company executives probably did try to pull financial "fast one" shenanigans which got noticed and caught.

A strongly worded letter like that one reaching your inbox means that you done fucked up and a there's a "bigger fish" who is displeased with your behavior and is preparing to do extremely unpleasant things to you that you can not escape.

They probably carved out an exemption for military/LEO, as their depts/service probably count as a 'licensee'.

Or they just wanted to be seen 'doing something' and don't expect this to pass the Senate.

This is a pretty major violation of basic 2nd amendment rights as well.
