There have been a lot of accidental shootings by police that just got swept under the rug in the past, which should have resulted in punishment of the officers who did it. I think they should be treated the same as anyone else who accidentally shoots someone.

Yeah there's long been regulations against engaging in conduct "detrimental to the good order of the service" or whatever the phrase is. Basically it means engaging in something that brings embarrassment, even if it was otherwise justified.
Government and military personnel are generally held to higher standards than the average American. Yes that can seem to be difficult to believe but it is true.
