If I recall correctly the LAPD has something that uses the same technology in one of its correctional facilities. Heck I could easily see numerous police departments looking into getting a few after these riots are over. As far as optics are concerned you're probably right about this being the reason why it hasn't been used(and/or most of the Guard doesn't have them)the nice thing about the ADS if that unlike water canons there isn't a visual component that looks bad on the news. Plus is doesn't have any long lasting effects unlike improperly used water canonsAs far as I know, the ADS isn't in civilian use, it's just military.

US cops are really reluctant to use water cannons because it looks bad and reminds people of the civil rights protests where water cannons were badly misused, I'd imagine there's probably considerable reluctance to turn something nicknamed "the pain ray" on US civilians.
