Not in the sense the term is used by European cultures. There was a Ministry of Religion that derived from a Ministry of Rites and Ceremonies, who's job it was to ensure that official religious practice did not differ overly much, however there is no head of faith (aside from the emperor being the theoretical head priest of one of the temples), and no universally acknowledged dogma or codex. In fact, the assemblage of practices is more akin to tribal religion, in that each region has variations on a theme. In that sense, the various ministries were not so much focused on creating a central standard as they were excluding foreign influence, such as Christianity.
 
Shinto is Totemism/Ancestor worship.

Emperor = father of the narion, descended from the Moon Goddesss.
And the people/narion/society are one large, extended family.

As far as I know they do not allow Muslims to buy property. Also Arabic languages are not taught in Japanese schools. Then again I could be wrong. So take it with a grain or teaspoon of salt.

Japanese Christians exist, Japanese Muslims not so much. If Japanese Muslims existed, they could buy property, but non-citizens cannot.
 
Furthermore, to the point of how it resembles the tribal religions of pre-Christian Europe, we can even see it in the importing of Buddha. These sorts of belief systems don’t have the same hang ups over foreign Gods as Abrahamic faiths do, and much as the Cult of Isis (Egyptian mother goddess) became very popular in the Roman Empire, so too would Buddhism fuse with Shinto.

When Japan was opened by USA and let missionaries come,there was only 60.000 hidden catholics there - and half of them refused to join Rome and made their own Church.

Which is now dying out,becouse those people lived in remote villages which are abadonned except few old people now,and younger generation which come to big cities do not care about any Faith.

Strange thing - Shoguns could not wipe them out,but modern technology did it.
