Stalin definitely killed way more russians than hitler.
But at the end, it does not matter which one of them was worse. Stalin used propaganda and snitching, like everyone engaging in conscription.
The russians were told that the commisar is only there to protect them from traitors and that they shouldn't be traitors. because they are fighting for their very survival against evil nazies. And at the same time were offerrs bribes to snitch on their neighbor.
Just like how the germans were offered bribes and threats to snitch on their neighbors. Just like modern day western countries offer bribes and threats to snitch on their neighbors. plus sting operations.
