Farts if I know - I'm hardly a legal expert. I have little doubt it will be fought, but how many times have we seen what seem to be open-and-shut cases get dismissed out of hand without the court even hearing any arguments?

Well from the top:
No third party is allowed to see or touch any voting machine nor see any memory or physical/electronic records related to it, etc.
If any third party does get to see or touch any voting machine, or see a memory or physical/electronic record, etc. that voting machine can never be used again.
The county is on the hook for the cost of the voting machine in that case and has to pay for it.
If any third party asks to see the voting machine or its records in any way the county must immediately notify the Secretary of State about it.
