Do you have any idea how much difficulty and extra expense there is in 'just' shipping cargo 2500 miles by sea, after needing to divert them ~700 miles by rail?
Sure, it can be done. But Russia is not a wealthy nation like the US that can just casually drop a few cool dozen or hundred million to supply something like this out of petty cash.
