That's what the previous aid packages were for; it gave Ukraine the cash to pay for the stuff, without draining too much of thier remaining pre-war cash reserves.

US foreign aid has always been a way to appear to be doing good for a poor nation in need, that also happens to be a legal way to move funds from the US gov and into select companies or group's coffers via third party.
