Foreign funding is frankly trivial for their growth and influence.
They have plenty of money from local oligarchs. And money by itself does not automatically translate into power. you need a mechanism via which to convert money into power.
The main way in which the greens spread their toxic bullshit is:
1. western govt agencies
2. western oligarch owned media companies. (CNN, google, youtube, facebook, etc)
3. K12 schools.
While those things do consume some money to operate, their power is not directly derived from money. In the same way that a soldier needs food but you can't just say that money equals loyal soldiers.
Additionally, at the end of the day the green cultists themselves, the actual men and women who believe in this religion, are themselves culpable.
I am not saying we should absolve OPEC / CCP / etc for their minor contribution to the western green parties.
But recognize that their guilt is tertiary behind the local oligarchs and the local cultists bears more guilt and need to be persecuted first.
Ideally we deal with all of them. Enemies both foreign and domestic.

Not disagreeing, but that's now. Not decades ago, when they were getting started.
Look into the background of Greenpeace. You'll find they were small, almost meaningless- until suddenly, they changed. More money, massive changes in tactics and aims.
It's an odd fact that right about then, they got a massive amount of money from the USSR and the OPEC nations! How very strange! Changes in leadership, booting old members who were not willing to, say, oppose nuke power and push socialistic policies? Gee, I wonder why that might have happened?
There's been multiple groups, some affiliated with strategic enemies, some not, who pushed the Greens into being the zealots they are now.

Sure, in their earliest days they were funded by foreign enemies who tried pushing the most harmful and dumbest ones to the top.
But you are attributing too much authority and control to shadowy foreign masterminds.
A lot of the "adopted socialism and stupid plans" things comes from the greens just being that stupid.
Regardless of how their ideology formed though, that all deals with the initial formation of such groups. There is still the major step of going from a fringe ideology of morons to a major power.
That required the local oligarchs seeing them and thinking "I can use those useful idiots. yoink. mine now".
