    The Legion was intended to be a "viable" choice, but most of the content that would have showed it was cut. The Legion actually had a "good" side, and actually made the wasteland safe for their subjects (the non-slaves). Also, Caesar actually wanted to make a stable and safe state to succeed...

    Quite possibly. Though given the whole Lol!50's bent Bethseda did, it might still be Maoist. You know what I prefer the original Fallout games setting and tone. He decides to recreate the Grove Street Families, as a multi-racial and even multispecies crime syndicate.
