WW1 Personal guilt instead of national guilt clause

One of the most dispised clauses of versalis was the national guilt one. What if instead being forced to agree that germany was responsible for the war the treaty said they had to accept that Kaiser Wilhelm was the one who caused it and they were forced to repudiate him. How would that change things?

Would this mean no reparation payments for Germany?

How about the reperations are still paid but they have to come from taxes on the Kaisers royal lands alone?

Not sure if that is going to be enough to cover all of the WWI devastation inflicted on France and Belgium. The war was fought on their territory, after all.

Not sure the Kaiser is the single most responsible German individual. There are other candidates, Chief of Staff Moltke, Chancellor Bethmann
