It's written by someone who thinks he's far cleverer than he actually is; it's meant to be a deconstruction of the superhero genre and does have some fairly good concepts (hence its enormous popularity as a basis for fanfiction), but itself falls apart on examination because there's enormous plot holes in the setting itself.

Yep. The "nice" thing about how BS Cauldron is is you can put things like this down to Cauldron fuckery; that's exactly why I'm such a fan of the idea that Cauldron actively wants to bring about parahuman feudalism for their own benefit, and are simply lying when they say they believe it's naturally inevitable. Because it's far, far more consistent with their idiot ball influence on the world than their supposed "actual" goals.

Nothing terrifies Cauldron more than the actual rule of law.
