I'm not a fan of China, but a ton of people dying due to floods is not what I would call "on the positive side of things."
It is more that it would basically make them no longer a major competitor in the world stage. It is sad people will die, but it would make perhaps a rebellion inside the country.

From what I understand (not being an expert), it has been used successfully to control a lot of regular minor to moderate flooding that was a regular and substantial problem down-river.
