OK, so... I think you're under a mistaken impression on the size and geography of the Commonwealth of Virginia.
Firstly, you have to understand, it's an American State, and while not on of the biggest, it's ALSO not one of the smallest, it's one of those in the middle, albeit on the small side (35th in land area out of 50). Which means that in comparison to the Philippines it has
only one third of the land area. Let that sink in a minute. Your ENTIRE country is only three times as large as a medium US State, and we have 49 more of them, most of which are BIGGER.
But that's not the only issue you're having understanding the situation properly. Virginia only has 8.5 million people living in that entire area. In comparison, the Philippines has over 100 million. This means that Your homeland has a population density slightly over FOUR TIMES that of Virginia.
This means our cities are much smaller, have less populations, which means there's nowhere near the same extreme imbalance you see between urban and rural areas like you are more used to. Virginia also doesn't have a single high density urban core like many other places, rather, it's spread out among three main areas and various smaller cities around the state. What this also means is that there's an expansive suburban and exurban regions of the State, which often have more in common with the true rural areas while maintaining higher populations.
Finally you have the actual geography of the State:
The urban corridor is mainly along the eastern side of the State, whereas the heart of the Virginia gun culture is in the mountainous region in the west of the State, along with the middle region between which tends to be more rural as well. This means that any crazy efforts to mobilize and use the national guard or something to attempt forceful confiscation run into considerable logistics problems due to those mountains. There's only a few places you can cross the Blue Ridge (the easternmost part of the mountains) to enter the Valley region of Virginia, which you can actually see if you compare the above topographical map of Virginia to a map of the major roads:
Note how there's only a few major highways crossing into the valleys and those other roads that are going in tend to be small and narrow. To give you some idea just how narrow these paths into the Valley region are, here's a closer look at that northern highway, Interstate 66, where it goes through the Manassas Gap into the Shenandoah Valley:
As such, the ability for the governor to do anything like you think he could do just doesn't exist.
